Energy Conservation
The District Office of the Environment provides assistance to District residents on issues related to energy conservation. Qualification is based on a survey to determine if a structure is eligible.
Residential Conservation Assistance Services (RCAS) provides grants to nonprofit, community-based organizations to purchase and install energy efficiency measures. These measures are identified by an energy survey and are available for qualified low-income households selected from the Low Income Home Energy Assistance Expansion Program (LIHEAP). Services may include caulking, weatherstripping, adding or replacing storm doors and windows, furnace repair or replacement and other low- and moderate-cost options.
