This programs intent is to reduce eligible DC resident's arrearages for electricity bills, up to a limit of $250 each. In order to bring down their outstanding debt to a manageable level so they can afford to pay their electric bills. Arrearage forgiveness will be conditioned on customers' making specified co-payments and participating in the education, efficiency, and RAD programs.
