State Heating and Oil Propane Program  

The DDOE State Heating Oil and Propane Program (SHOPP) collects heating oil and propane pricing data in eastern and midwestern states during the heating season. The program is a joint effort between 23 state energy offices and the US Department of Energy/Energy Information Administration (DOE/EIA). The program was implemented during the 1990/1991 heating season as the result of the 1989 propane supply disruption and the overwhelming demand for continuous monitoring of propane and heating oil supply. The hardships experienced by propane users during the December 1989 cold snap in the Northeast and Midwest made the need for timely supply information imperative. The data collected in each year is provided to Congress and others upon request. Residential heating oil and propane prices are collected on every Monday from October through March via telephone surveys of dealers. The pricing data are then sent to EIA where a weighted average is calculated for each category. This information is made available to the public.
