Low-Income Home Energy Assistance Program (LIHEAP)

The Low-Income Home Energy Assistance Program (LIHEAP), which is funded by the federal Department of Health and Human Services (HHS), helps eligible District residents pay heating and cooling bills. In FY 2007, the one time household benefit ranged from $24 to $1,038. Emergency energy assistance is available to low-income District residents who have received a disconnection notice for electric or gas service, or are currently disconnected. Assistance is also available to residents without home heating oil. The amount of assistance is based on household size, total household income, heating source, and type of dwelling.

LIHEAP Application:
Residents can print and complete the application and mail or hand deliver to:
2000 14th St., NW,
Suite 300 East
Washington DC, 20009

In Fiscal Year 2007, DDOE distributed over $10 million to assist approximately 24,000 low-income District households with energy bills. Of the 24,000 served, DDOE helped to restore electricity or gas service for nearly 4,300 residents with an average benefit of $470.

LIHEAP Extension Program and Energy Education Program (Reliable Energy Trust Fund)

The LIHEAP Extension Program and Energy Education Program are complementary to the current LIHEAP program. The first component of this addition is energy assistance, which helps eligible District residents pay electricity bills. The second component of this program is designed to educate residents about other energy efficiency programs. The combination of these efforts will help to keep DC residents' electric bills manageable, while creating an energy efficient household, further reducing energy consumption and energy bills.
