Leaking Underground Storage Tanks (LUST) 

The LUST Program governs regulatory requirements intended to deal with releases, i.e., contaminated sites. Program activities include release reporting, initial response and abatement activities, investigations of confirmed releases, review of site assessment reports, risk-based corrective actions, and both voluntary and remedial cleanups report review and approval. These projects are monitored until the case is closed. All information pertaining to these tanks is maintained in the DC LUST ACCESS database system.

  • Licensing and Certification

    Registers all USTs and collects fees and fines; licenses and certifies businesses; certifies individuals as UST System Technicians, Closure Specialists (site assessment, remediation, closure), and System Testers; and supplies Third-Party certification for inspections related to the UST Program. Manages the regulatory requirements governed under the heating oil tank program.

  • Compliance and Enforcement

    Supervises on-site compliance and enforcement activities under federal and District regulations. Manages the regulatory requirements governed under UST and LUST Programs.

  • Scientific and Engineering

    Evaluates and implements Remediation Technology Systems; develops and implements the Voluntary Remediation Action Program (VRAP); develops and implements the Risk Based Corrective Action (RBCA) Program; and evaluates and approves remedial plans for leaking underground storage tank contaminated sites. Manages program policy development, implementation, and outreach activities.
