Affordable Housing Energy Efficiency Rebate Program

The Affordable Housing Energy Efficiency Rebate Program provides assistance to defray the incremental cost of installing energy efficient appliances and energy systems in affordable housing projects throughout the District of Columbia. The affordable housing is categorized by the low to moderate income guidelines established by the US Department of Housing and Urban Development. This Program targets applicants whose income is above the Low-Income Home Energy Assistance Program (LIHEAP) guidelines.

As directed by the Public Services Commission (PSC), the Affordable Housing Energy Rebate Program serves customers with borderline incomes. The PSC wanted to help persons with incomes just above the poverty level, who have difficulty paying escalating energy bills. The tasks under the grant include: working with local nonprofit housing organizations to design and establish guidelines and creating an incremental cost matrix that identifies measures, efficiencies and rebate amounts for energy improvement upgrades. Rebates will be issued to nonprofit developers after the final site inspection is performed and the reimbursement request is processed. The Affordable Housing Energy Rebate Program can fund small to large housing developments. Reimbursement amounts will depend upon the size of the building and the measures to be installed to increase efficiency.
