Stormwater Administration Study Report 

The District Department of the Environment (DDOE) Establishment Act of 2005 required DDOE to conduct an analysis of the feasibility and benefit of restructuring the District’s Storm Water Administration. In the spring of 2007, DDOE approached RESOLVE Inc. to conduct this study and to make recommendations on how to optimize the functions of the Storm Water Administration. Specifically, DDOE contracted with them to “conduct a water quality project to study the best way to structure the District Storm Water Management Administration in the District Department of the Environment.” Since March 2007 the RESOLVE team interviewed many parties, conducted analysis, and have issued this Draft Final Report, available here for download.
