Request for Applications - Green Building Fund Grant Program

Request for Applications (RFA):  Green building Fund Grant Program (RFA 2013-OPS-10)

The District of Columbia District Department of the Environment (“DDOE”) is seeking nonprofit organizations or educational institutions to support innovative projects to “green” the built environment in the District. The amount available for the projects in this RFA is approximately $135,000. This amount is subject to continuing availability of funding and approval by the appropriate agencies.

Obtaining text of the RFA:  The full text of this Request for Applications (RFA), and the three required attachments, are available as links at the bottom of this page.  Additionally, a person may obtain a copy of this RFA by any of the following methods:

- In person by making an appointment to pick up a copy from DDOE's offices at the 5th floor reception desk at the following street address (call Bill Updike at 202-535-1337 and mention this RFA by name); or

The deadline for application submissions is June 21, 2013, at 4:30 p.m.  Five hard copies must be submitted to the above address and a complete electronic copy must be e-mailed to [email protected]

Q & A for RFA 2013-OPS-10

Q1: Are there opportunities for for-profit companies in the grant?   Related Question: Can a private sector company be a sub to a non-profit for the purposes of the grant?

A1: Eligible entities for the grant  are non-profits and research institutions.  However, those entities can choose to partner or subcontract with any organization (both non-profit and for-profit) in order to achieve the goals laid out in the RFA

Q2: Are there any restrictions concerning how much work and money from these grants can go to private contractors who are subcontractors to the prime non-profit grantee?

A2: The grantee has no restrictions regarding how they disperse the grant funds to their subcontractors.  Though there are no restrictions regarding how the non-profit grantees budget their funds, we expect them to be full partners in any proposal that would include a prime non-profit grantee and a private subcontractor.

Q3: You state that the grant award will be announced 6 weeks after the due date which I calculate as August 2.  Is this correct?

A3: The RFA states that “DDOE’s objective is to announce grant awards by at least six (6) weeks after the date it publishes the RFA.”  The process can be faster than six weeks and given that there is a short timeline for projects in this RFA, DDOE intends to get the grant applications processed more quickly.

Q4: Regarding Project 3: GREEN BUILDING MANUAL: GREEN BUILDING RESOURCES, DOCUMENT SUBMITTAL TEMPLATES, AND GREEN BUILDING ROADMAP – if the codes are not approved of by the City Council until after the project due date, how should that affect the work?

A4: Project 3 should be written and executed based on the approved and published version of the 2013 DC Building Codes, if available.  If the 2013 DC Building Codes are not approved during the time the grantee is executing the work for Project 3, then the most recent version submitted to the City Council for approval should be used as the basis for the work being done.

Q5: Are you expecting the format of the standardized document submittal templates to be in Microsoft Word and/or Microsoft Excel or are you expecting them to be in Adobe Form format?

A5: The standardized “document submittal templates”, one of the deliverables under Project 3, should be submitted in “an appropriate Microsoft Office document format”.  Current versions of Microsoft Word or Excel are acceptable.  The submittal templates are not required to be submitted in Adobe format.
