Request for Applications (“RFA”) for
Anacostia River Educational Boat Tours

The District Department of the Environment (“DDOE”) is seeking eligibility entities to develop and conduct educational boat tours of the Anacostia River.  DDOE seeks to educate the public about the history of the Anacostia River and to raise awareness of human impacts and how to minimize them.   The total amount available for this RFA is approximately $160,000.00. The amount is subject to continuing availability of funding and approval by the appropriate agencies.

The deadline for application submissions is 6/20/2014, at 4:30 p.m.  Five hard copies must be submitted to the above address and a complete electronic copy must be e-mailed to [email protected].

Questions & Answers

Q:  When is the expected start date of the program? If the program begins this year for a partial season, will the two-year contract end in the middle of the 2016 season, which is April to October 2016?

A:  The start date will be as soon as possible.  Unless the grant is extended for an additional period, yes the program would end exactly two years from the start date, which may occur during the 2016 April – October season.

Q:  Can grant funds be used to purchase a boat?

A:  The grant could be used to fund the purchase of a boat.  Of course, applicants should keep in mind that the applications are scored competitively and projects that achieve more outcomes with lower cost will be more competitive, all else being equal.

Q:  If funds are used to lease a boat, can the applicant request funding for the lease during the offseason (November - March)?

A:  An applicant can propose the full year.  Of course, as noted above, they should keep the competitiveness of their application in mind in terms of overall cost.

Q:  Is there any stipulation that tour attendees must be DC residents?

A:  Tour attendees are not restricted to DC residents; however DC residents should be the main focus.
