RFA for Pumpout Boat for DC Waters

DDOE seeks applications from organizations for a project that will (a) acquire and (b) provide for operation of a pumpout vessel in the navigable waters of the District of Columbia.  The grantee will focus especially on moored, anchored, and rafted boats in the waters of the District of Columbia.

The pumpout service will be no-cost or low cost. The grantee will ensure that pumpout service is provided to boaters for free or for a cost of no more than $5.00 (five dollars) per pumpout. The pumpout boat will operate on both a set schedule and an on-call basis. To help defray operation and maintenance costs, DDOE will work with the grantee, as needed, to apply for future Clean Vessel Act funding. The total amount available for this RFA is approximately $95,500.00. The amount is subject to continuing availability of funding and approval by the appropriate agencies.
