The Energy Administration (EA) is a single resource for energy efficiency and renewable energy programs, products and services in the District of Columbia. The EA provides energy-related policy, planning and direct services to residents, businesses, institutions, government and visitors, and coordinates and facilitates the overall effort of the District Government to achieve reliable, clean and affordable energy. The EA is comprised of three divisions: Utilities Management, Energy Affordability, and Energy Efficiency and Conservation.

The Utilities Management Division (UMD) develops and coordinates implementation of energy-efficiency and renewable energy programs for residential, commercial, institutional, government, and transportation sectors. The UMD ensures that Energy Administration programs comply with the provisions of the Clean and Affordable Energy Act of 2008 and other legal mandates. The UMD deals with regulatory issues related to the traditional natural gas and electric utilities, as well as the new the Sustainable Energy Utility, a one-stop resource for energy efficiency and renewable energy services.

The Energy Affordability Division (EAD) manages the Energy Administration’s direct subsidy programs that assist low-income District residents with their energy and utility bills. The EAD provides emergency and non-emergency financial assistance to low-income residents through the Low Income Home Energy Assistance Program, and administers the Utility Discount Programs that provide discounted rates on residents’ electric, natural gas, telephone and water bills.

The Energy Efficiency and Conservation Division (EECD) provides weatherization, conservation and energy efficiency services including energy audits, installation of energy saving measures, and energy efficiency awareness to a variety of end-use sectors (residential, commercial, institutional, governmental, and transportation) in the District of Columbia, so they can reduce their overall energy consumption. The EECD serves on the front lines in the agency’s drive to make Washington, DC more energy efficient.
