OPS researches, formulates and advocates environmentally-friendly policies applicable across the District; coordinates the agency’s internal policy decision-making process and provides research support; and promotes efforts to educate and inform the people who live, work and learn in the District about energy and environmental sustainability.

OEEJ works in conjunction with the OGC to develop and coordinate enforcement policies of the agency. The OEEJ is responsible for ensuring the agency maintains a highly trained inspection and enforcement staff among all programs to implement its various environmental mandates. The OEEJ is also responsible for ensuring the fair treatment and meaningful involvement of people of all races, cultures and income with respect to the development, adoption, implementation and enforcement of environmental laws, regulations and policies.

OCR coordinates educational outreach activities, including promotional events, educational workshops and seminars, to engage the regulated community, businesses and residents of the District to promote the goals, programs, and policies of the agency. The OCR works with the Office of Public Information (OPI) on promotional materials for agency outreach activities.

OPI leads, counsels on, and coordinates the development of communication strategies that are vital to the overall formulation, awareness and acceptance of DDOE programs and policies. The OPI is responsible for the composition and dissemination of consistent, timely, and accurate information to internal and external stakeholders.

The Office of the General Counsel (OGC) advises and assists the Director and executive staff with establishing and administering comprehensive legal services related to all programs administered by the agency. Working with the Office of the Attorney General for the District of Columbia (OAG), the OGC leads the execution of litigation strategies to support DDOE’s goals. The office directs and controls legal work and related administrative activities. The OGC also assists senior management in ongoing human resources, employee relations and labor relations issues.

The Office of Financial Management (OFM) provides overall fiscal management and accountability for the entire department and manages accounting, budgeting, accounts payable, payroll and disbursement, and audits and audit resolutions. The OFM is responsible for the preparation, execution and monitoring of the agency’s annual operating and capital budgets; developing expenditure forecasts; and providing comprehensive reports on budget, performance, and cost analysis.

The Human Resources Division plans, develops, manages and coordinates basic personnel functions within DDOE by managing recruitment and staffing, employee and labor relations, payroll, time and attendance, and performance management initiatives for the agency. Through the agency level personnel authority, DDOE is able to hire, manage, and retain a qualified and diverse workforce that provides consistent and reliable service.
