Energy Program Officer (Branch Chief) – MS-0301-14, Req. #22778 (1 position) -  This position is located in the Energy Administration, Energy Affordability Branch. This announcement is “Open to the General Public”. The Opening Date is July 17, 2013. The vacancy is “Open until Filled” and the first screening date is August 6, 2013.

Brief Description of Duties:  The District Department of the Environment has an immediate need for an Energy Program Officer (Branch Chief), MS-0301-14, Management Supervisory Appointment.  This position is located in the Energy Administration

The position is responsible for managing and providing direct energy assistance to low income District residents to reduce the financial burden of their utility bills (electricity, gas, water and telephone).   This office receives, via energy centers in-person applications which are reviewed for eligibility of financial assistance from discount and direct assistance programs, which are funded by federal government program, utility rates and by the District of Columbia.   

The incumbent performs a variety of work with a focus on ensuring that the programs planning, goals and provisions of grantors or funding organizations are met.   In addition, the incumbent, plans, analyzes and evaluates the effectiveness of financial energy assistance program in the District of Columbia.  .  The incumbent ensures that the programs address the reduction of the energy burden via education on energy conservation to the target population.     The position manages the budget of the assistance programs, along with a few supervisors and many intake workers.  The incumbent provides input in the development of a short and long-range improvement plan which maximizes the agency's utilization of funding, materials, and staffing in accomplishment of its goals and objectives, identifies perceived problem areas and makes recommendations.  The incumbent briefs upper management, staff and other government officials on projects, pending grant proposals, and other energy assistance matters as required. The incumbent may support the development of testimony and recommendations for assistance to low-income population Attends meetings on behalf of the supervisor and upon request may serve in an Acting capacity.
