RiverSmart Targeted Incentives - Bloomingdale Sewershed

Rain Barrel/Cistern   |   Permeable Pavement/Impervious Surface Removal   |   Green Roof

This program offers eligible residents located in the Bloomingdale Sewershed special incentives to reduce stormwater runoff: a free rain barrel or cistern, increased rebates for installing green roofs and permeable pavement, and an increased rebate for removing concrete and other impervious surfaces.

The goal of the program is to prevent the severe flooding that the Bloomingdale and LeDroit Park neighborhoods have experienced in recent years.


During rain events, stormwater flows from rooftops, driveways, and yards into streets and the sewer system. In most combined sewer system areas, heavy rainstorms cause increased flows of stormwater to mix with sewage and overflow directly into local waterways. However, in low-lying areas, such as Bloomingdale and LeDroit Park, the sewer system is too small to accommodate intense storms, and the overflow can back up into streets and homes. Rain barrels, cisterns, green roofs, permeable pavement, and vegetation hold stormwater on-site to reduce runoff, overflows, and flooding.

Who is eligible?

This program is available to single-family homes, condominiums, co-ops, apartments, locally-owned businesses, and houses of worship within the Bloomingdale Sewershed. This area includes portions of several District of Columbia neighborhoods, including Bloomingdale, LeDroit Park, Cardozo/Shaw, Columbia Heights, Pleasant Plains, and Logan Circle. Rain Barrel/Cistern

The rain barrel/cistern program is not currently being offered. We will update this page when it becomes avaiable.

The Bloomingdale Rain Barrel/Cistern Program is funded by DC Water and managed by DDOE.

How it Works

  1. Confirm that your house or building is located within the eligible area.
  2. Contact DDOE at wpd.intern@dc.gov(create hyperlink) or (202) 654-6131 to request an appointment.
  3. A DDOE employee will contact you to schedule a site visit.
  4. A DDOE employee will meet with qualifying residents to perform a quick stormwater audit and
    - Select the correct size of rain barrel/cistern for the property
    - Provide instruction on using the rain barrel/cistern
    - Provide information on maximizing its performance
  5. DDOE’s contractor will provide and install the rain barrel/cistern at no cost to the resident.

Permeable Pavement and Impervious Surface Removal Rebates

The Bloomingdale Permeable Pavement and Impervious Surface Removal Rebates are managed and funded by DDOE.

Permeable Pavement Rebate

  • $10 per square foot of impervious surface that is removed and replaced with permeable pavement.
  • Maximum rebate is $5,000 per property.
  • To qualify, permeable pavement must receive stormwater from a downspout or rain barrel/cistern overflow to increase the treated area.
  • Installation must be completed by an ICPI certified contractor. You cannot perform the work yourself. For a list of contractors, please visit the ICPI website or contact leah.lemoine@dc.gov — it is recommended to seek at least three estimates.

Impervious Surface Removal Rebate

  • $5 per square foot of impervious surface that is removed and replaced with vegetation.
  • Maximum rebate is $2,000 per property.
  • The converted area is NOT required to receive stormwater from a downspout or rain barrel/cistern.
  • You may perform the work yourself or hire a contractor.

How it Works

  1. Funds are limited, so rebates will be awarded on a first-come, first-served basis.
  2. Confirm that your house or building is located within the eligible area.
  3. Review the Bloomingdale/LeDroit Park Rebate Overview and Site Design Guidelines for your project type.
  4. Submit the following documents to DDOE for preapproval of the project. Send documents to Leah Lemoine at leah.lemoine@dc.gov, or mail to 1200 First Street NE, 5th Floor, Washington, DC  20002, or fax to (202) 535-1364.
  • Copy of the Perc Test Worksheet (permeable pavement only)
  • Copy of the Site Design Guidelines for your project type
  • An itemized invoice from the contractor or a detailed actual cost breakdown if the homeowner is removing existing concrete
  • “Before” pictures (digital)
  • Signed copy of the Maintenance Agreement
  1. After preapproval, you may begin work. Please contact DDOE no less than five (5) business days before the start of work to schedule a construction inspection.
  2. Upon completion of work, contact DDOE to schedule a post-construction inspection.
  3. Rebate will be processed after completion of post-construction inspection and receipt of “After” photos and Rebate Form. You will receive your rebate check within 4–6 weeks.

Green Roof Rebate

The 2013–2014 Bloomindale Green Roof Rebate Program is administered by the Anacostia Watershed Society (AWS) for DDOE with funds from the Anacostia River Cleanup and Protection Act of 2009 (“DC Bag Law”) and the Stormwater Enterprise Fund.
